Are you looking for Apps that use existing codecs or apps that come with their own codecs?

Any compression method hurts video quality. If you want the best quality video while keeping a small size, use iTunes built in converter. Feed the video into iTunes, right-click on it and select "Convert Selection for iPod". You can also use "Convert Selection for iPhone" but again, this will make a larger size video.

How big and how long is the original movie? A 1.5 hour movie should be no more than 600MB.

Have you tried handbreak? you can make custom settings with it. I just use the iPhone setting for all of my videos and dont have any over a gig.

Yikes. That's big. Ya, you can use handbrake or VisualHub. Generally, you can make the movie 320x240, H.264, 600K compression, 128Kx44hHz AAC sound.

I've never had a movie over a Gig either.
