Video plays funny

I have a video that i just downloaded and for some reason when it plays back it seems like it stops every once in while. the video doesnt actually stop playing, the audio keeps going and everything its just that the picture stops for maybe a second probably less. i am trying to find out if this is just the way that the video is supposed to play because it is kind of old. has anyone had this problem before.

oh and by the way the video that i have is the anime version of Street Fighter.

what format is it? is it playing on the ipod or in safari? difd you sync it or did you mxtube it?

no its not on my iphone. its on my computer. its in .avi with a divx codec. i dont know much about this stuff.
