I got all excited to only find out that prowl doesn't work if your phone is jailbroken. I found this:

    Current Devices

Your account is currently registered with no devices.

The next time you open Prowl or log in on a device, it will register itself with your account.

If your phone is jailbroken, Prowl might not be registering correctly. We are looking into the issue.

Works for mine, I installed it after my phone was jailbroken and I get push notifications from GrowlforWindows.
