Can I downgrade an iPhone 4s(Sprint and verizon) 6.1 to 5.1.1 to be able to jailbreak it?
Buying a phone from ebay or amazon sometimes you get a bad esn unit, will the jailbreak fix it?

Iphone 4 and lower if they have the shsh blobs for that firmware.

Jailbreaking will not fix the bad esn issue. There is a jailbreak out for ios 6.1

Yes, only original carrier can remove a bad esn from the blacklist.

If you have the 5.1.1 blobs saved, you can patch an iOS 5.1.1 package through iFaith, then you should be able to restore manually to that patched 5.1.1 package. I don't know if this is still viable. I don't think you can get the blobs via Cydia any longer.

You sure can do it! I just downgraded my Verizon iPhone4 from iOS 6.1.2 to 5.1.1 and am happy again!
It isn't for the timid, but it is doable if you follow instructions. iOS 6 is just terrible on iPhone 4 devices.

iPhone 4 yes can do it with the shsh blobs. iPhone 4S and higher cannot downgrade once it goes to 6.0

Without a jailbreak, you're stuck on the CDMA front. Without an unlock (from either Verizon proper or from a third-party vendor) you're stuck on the GSM front (and even then the device won't work on AT&T or T-Mobile in the USA). I don't think Gevey's work on iOS 7 either.
