Hi, So I've bought a ipod touch 32gb 4g, it's stuck in a boot loop and i don't have any idea what the firmware is or if it's been jailbroken
what would you advise i could do to firstly try and get it restored?
ive tried using itunes restore on the latest firmware which didn't work. i've tried using different jailbreaking tools to boot tethered just encase it was jailbroken and in a bootloop, i'm not sure what to do, primarily itd be nice to find out the OS first.

I would put it into recovery mode and restore it that way.
Plug iPod into computer.
Hold home and power while the iPod is on.
When the screen goes black, release the power button but keep holding home.
Hold home until you get the iTunes + USB screen.
Once iTunes recognizes it, hit "restore."

I did that and received an error 1600, it's currently in a boot loop but i can get it into recovery and DFU mode.

Reboot your computer and change USB ports.
Download 6.1.3 for your 4G here iClarified - iPod touch - Where to Download iPod touch Firmware Files From
Set your device into DFU mode this time and not recovery. Hold shift (option on Mac) and click restore. Select your stock 6.1.3 ipsw. Try that.
