Read the about SHSH link in my signature to find out what SHSH are.

Look in settings/general/about for your model number.

Ok, thats a good thing. You should be able to downgrade to 3.1.2 or 3.1.3 without SHSH I believe. Just download the firmware for your device and shift/option restore to it in itunes.

Try going into recovery first (tiny umbrella can kick you into recovery. If still getting that error try 3.1 or 3.1.2 instead of 3.1.3.
