Why can't I connect to this wifi connection?

Sometimes at school, besides the school's wifi, I get a wifi connection that is called Free Public WiFi and so I connect and when I try to use the internet, it doesn't work. Is it something that is probably wrong with the connection or something I can fix on my iPod? Here are some pics:

That happened to me sometimes when i use Wi-Fi networks that are unknown to my ipod and one of those times a website appeared and told to me to" log on to " the network or something like that.

Thts wut happen to me a couple of days ago. I was outside my school tryin to get connection n then i came across a strong open wifi so i connected n going into safari it tells me to enter password im like wtf?! -.-
