Depends on what model you have, if downgrading is even possible.

ipt4, nope. Sorry. Impossible.
ipt3, maybe. if you've backed up SHSH before. (If its been jailbroken) But you'd need to be able to download things with your computer.
ipt2, probably. But you still need to be able to download things with your computer.
ipt1, probably. But you still need to be able to download things with your computer.
(ipt1 can't run 4.1 in the first place)

There are NO legitimate non-free jailbreaks or downgrades out there. If you see one advertised, it's a scam.

I would assume your wanting to downgrade because the speed of 3.1.3 is faster on your iDevice?

Idk how at the moment but I'm sure it's on YouTube search for 4.1 downgrade
