I can't imagine why it isn't working. The wifi is working correctly right? Like you can browse the web and use wifi things right? It should be able to use Google Maps.
When you upgraded to 4.3, did you restore from back up or set up as new?

If a clean restore doesn't fix it, it's likely a hardware problem. I could be wrong but I feel like it is.

Try going to : settings ------> general --------> restrictions
be sure that everything is enabled , specially the location

I kind of feel like it's a hardware problem then. Can you take it to Apple?

If the maps app opens up and it's just that it can't find you, I know exactly what to do. Apple uses shyhook for wifi enabled GPS; go to here: http://skyhookwireless.com/howitworks/coverage.php
And check to see if your wifi is marked, if not submit your MAC address and location, and they'll add it. It took them about 2 weeks to get mine set up, but it fixed the problem. Hope this helps.Want to drive an idiot insane? Click Here to find out how.
