Unmovable icons

My son got an iTouch 2nd gen - unjailed - for his birthday.
After a while I saw he is moving the icons all over and he deleted some of them - (of course, just curiosity).

Question: is there a way to make all of them UNMOVABLE?
Sounds crazy, but all I found is some people got unmovable icons as a software bug - so please don't tell me I have to install a bug

jailbreak then remove the strings in the command that allow it? otherwise i think it's impossible unless you develop an app that does that and apple lets it be published
