just update to 3.1.3 and jailbreak with redsn0w 0.9.4. you have a 2nd gen ipod touch so you can jailbreak it.

Are you sure there is know other way, such as editing p-lists?cI hate restoring

Just use pkgbackup to save cydia apps. You settings will be saved. It is about time to update and take advantage of bug fixes

Use an App called FWChanger (from Cydia or Rock) I am not to sure that it works but it may be worth the try.
Tell me if it works i want to get some lower FW apps for my 3.1.2

It would be better to upgrade to 3.1.3. Less hassle.
