iTouch turning on or respring trouble

i was putting all my apps into folders and i was just editing the icon of the folders and i was done and i closed the app and let it reset the SB. but it had the little circle thing in the middle to show that it was loading, and it got stuck like that. so i just restarted it i guess by holding down the hold and home button. now it stalls at the apple icon and has the loading circle thing but doesnt load my SB or anything. if i plug it in to my comp and go on itunes it still shows up and i can play music off of it. but idk how to get it so my springboard will load.

anyone know what could be wrong?

Try restoring it...all i know what to do in that situation
