you use winterboard to change the mail tone, the tones need to be converted to .aiff in iTunes and then you need to change to extention to .caf.
Then in winterboard, theme.theme> UISounds > new-mail.caf
or you can just replace the originals via ssh.
for a tutorial on converting sounds to .aiff and to .caf check out my QuickSMS Sms Tones guide in my sig, at the beggining of the guide it shows how to convert the sounds to the right format.
for the sound, there is a mod that allows the total system volume of your device to be a lot louder. its called volume booster. its available on cydia
