You can try CodeThemed.com. It gives you tons of icons and backgrounds and sliders and other things together for you. You can download the theme or post it to cydia, or send it to your device via the CodeThemed cydia app

Also, you can download a free program called gimp. Make the wallpaper 640x960 and icons 120x120.
