Nothing can be developed, correct. Yet, the iPod Nano 6th Gen has a DFU mode built in. It's possible to jailbreak, yet getting the apps, tweaks, themes, etc there would be tricky. Probably download them from a website and move them to the Nano via it's built in USB Driver. We'll see about it, Dev Team is on it too.

6th gen is DEFINITELY the ideal form factor for the nano. Any camera or probably most any other peripheral would be pointless/a step backwards. They should upgrade the memory and make it in different colors for the revamp. Or make the screen a little bigger maybe

If apple were to add a camera to the current generation of nano it would be pointless. No one will want it anymore than they'd want an itouch.... Apple needs to learn that it's a "nano" because it's small and portable, and for music, and videos, not cameras, wifi, or games...
