it would also cannibalize iphone sales. An ipt with a sim is an iphone with no phone.app - also, this requires a baseband chip which means higher cost of production.
From a business perspective this would be a bad decision. What apple is doing now is selling 2 devices that are essentially the same, but with a slightly different tweak in hardware. By doing this they are targeting 2 very large markets - the mobile telecom industry with their iphone, and their cash cow with the ipod market.

there are many ways to implement a stand alone add-on that could give the IPT it's own internet connection. However I like the flexibility of a device that allows multiple devices to connect to it. The original POCKET PC form Compaq, ( the IPAQ) was designed to fit into a "sleeve" that gave it additional functionality, a few different versions were available. ( one had a flash card slot for adding extra memory, another had a wireless card slot ) so it's conceivable that a third party vendor or APPLE could in fact do something similar for the IPOD TOUCH, People have been talking about a joystick/keypad add on to make the IPT the ultimate portable gaming platform, why stop there, what about an adapter with a slide out keyboard? or one with that acts like a Docking station so the IPT can be connected and used as a desktop unit.
so you can run you apps on a bigger screen and use a keyboard and mouse to control it?
Truly the possibilities are endless, but at the end of the day the primary question any company would ask is, is it profitable? that's where it gets all fuzzy. I'm interested to see what CREATIVE LABS does with it's Zii processor and their Zii-Egg device which is running Android and Plaszma platform? Creative might actually be on to something, but it would take some genius product management to create a device that is super innovative while still being consumer-centric. strategic alliances with the right vendors and a fine tuned ear to hear what things would compel the market to take notice. It looks promising, but so did The Sega Dreamcast, HD DVD, BETAMAX, Minidisc, DAT, DCC, SVHS, Quadraphonic Stereo, DIVX DVD Disc systems, Super Audio CD, DVD Audio, The Atari Jaguar, Atari LYNX, Nintendo Powerglove, Act Labs Force RS driving wheel, the APPLE NEWTON, Steve Jobs NeXT computer, and last but not least, The Electric Car (oh wait, that really was a good idea on paper and in actuality and it appeared to be working 100% without fail, until the industry made them all disappear and pretended like it never really happened ). so yeah, back to the topic IPOD TOUCH+ wireless hotpot is a killer combo, no sim card slot required
