Apple Seeds iOS 7 Golden Master to Developers
After Apple’s official word on Tuesday that iOS 7 would be released to the public on September 18th, Apple followed up Tuesday afternoon with a seed of iOS 7 golden master for developers. Developers can now officially get to downloading the golden master of iOS 7 from the Developer Center of Apple’s Web site.
The golden master seed occurred approximately 26 days later than the last beta of iOS 7 – iOS 7 beta 6.
The golden master is the last developer version of iOS that is usually seeded right before the public release. It is the closest thing to the real thing that developers have to finalize testing with their applications so they’re ready when iOS 7 is finally launched to the public.
iOS 7 brings users a ton of new features, like Control Center, Parallax wallpapers, new multitasking, improved applications, new interfaces, and more.

Is this the final version? Can non-developers install it by getting the IPSW file from a developer?

According to ih8sn0w, you cannot OTA from beta to GM, must be done thru iTunes.

So they finally decided to keep non-Devs from updating by turning off the OTA update. Or maybe it's just that big of an update. I'm guessing choice #1.
Edit* Forgot GMs aren't updated OTA. Sorry.

Anyone else going to get the A4 IPSW to extract it & get an inside look? Get the GSM version then extract via the VFDecrypt keys here...
