Update to iOS 6.1 before you jailbreak. I highly recommend this.

You could try PKGBackup that does what you want but as I mentioned you'll probly just have more issues.

You can backup your jailbroken tweaks, but you can have some conflicts with some applications and settings that are not maybe compatible with iOS 6.1 yet. So I guess is better to do a little extra work and stay away from problems.

It's just safer to do a full install instead of a tweak restore. Sorry...

I've tried this 'countless' times and it usually fails!

But if you're 'really' wanting to do it, try 'OpenBackup' by Zokunei
