EDIT: Okay, on the 26th, I was incorrect, and I was not throttled, as rebooting cleared it up.
Today, however, 12/1, I received the text, and my speeds are in fact what I reported on the 26th. Rebooting does not clear it up.
That being said, I can still use netflix, so I guess I won't worry about it. I only have seven days remaining on this billing period, so I don't have long to endure this.
