Well I will like to see where this ends up!
I am retired not but when I was working, largest Railroad in US, we had company cellphones.
To start with was the old anique type.
When the company upgrade, many times, we were brought into the age where the phone company could tell your location.
This worried a lot of us as sometimes we were not where we were suppose to be.
I did some checking and talked to some police friends and telephone friends.
I don't know if anything has changed or not but I was told that the only way the company could check and see where any employee was if the company had a Federal Search Warrant, and Federal Judges would half to have a good reason to issue a warrant. Federal govern us because we were Federally Regulated. Don't know about others!
So in ending I don't think this will pan out, unless things have changed and sometimes they do, Feds like to appease large corprations!
The only way I think they can do this is with each of our agreement to let them, and my answer is h*** no, as its none of Apples business where I am!
This is just past experience and it may have changed and its JMO
Be glad if somebody can find out what they can do now!

can you disable Location Services altogether by going into SpringBoard.app and into the N45AP.plist for example?

This is very intrusive and uncalled for. It doesn't bother me too much though because I don't plan on breaking into a restricted area and killing someone any time soon.
