Maybe the restriction is on 3G only which you don't have on T-Mobile in the USA? Have you tried downloading an app over the network rather than by WiFi? How long does it take to download 10Mb on a 2G?

    For as long as I've had an iPhone theres never been an cap when using Wifi. Although, like many others here, I'd forgotten there even was a cap on the cell network side
