AT&T struggles to provide their customers with HSPA 7.2 Mbps and censors apps and tethering on the Apple iPhone that use large amounts of data but doesn't censor other smartphones on their network sold by other manufacturers. Where as here in Canada we're already at HSPA+ 21 Mbps (iPhone 3G max 3.2 Mbps, 3GS max 7.2 Mbps) for data, are allowed to tether on the iPhone and Rogers doesn't give a damn if we stream large amounts of data on their network since they don't offer unlimited data.
