Actually, he's ignoring the "faster" part entirely and assuming "of" there instead. It just so happens that 50% "of" something's speed is the same as 50% slower, but 75% "of" something would not be 75% slower (it would be 25% slower). Sorry, I've gotta use this to segue into a PSA...
This is the reason why idiots who insist that their regional way of telling time makes sense in English are retards... "5 of 10" does not mean "5 untill/before 10" in the English language except in very specific regions which use it to refer to "minutes til the hour" and NOWHERE ELSE. Even within the same country, the vast majority of the USA has never heard it and would not know what is meant by it. As seen above, they could only assume the opposite (minutes past the hour).
On the other hand, "10 o'clock" makes PERFECT sense because ten "of" the hours "of" the clock have PASSED. If the rest of the country and the English-speaking world requires a dictionary's special-case definition to know what you are talking about, be a professional and DON'T USE IT. There's a reason you have never seen it in books, movies, songs, and other media. Excusing it with the dictionary is circular reasoning (it's only in there because it's been used by pockets of idiots for a very long time).
