It is a beta for developers - it is not a public beta.

It doesn't make a difference whether its a beta or a developers version. Apple intended this release to be used only by developers, and it has bugs as well. Nobody should be upgrading unless they know what there doing. Have a look at bigboss.org where he explains why not to upgrade.
