As far as I am aware, Apple do not make a secret that there are markets where the iPhone is sold unlocked (About activating iPhone 3G with a wireless carrier). As an example, I am using a Singtel iPhone in Malaysia (where there is not yet an official carrier). It works ok with 3 different carrier sim-cards and I upgraded the firmware from its original 2.0.2 to 2.1.0 without any hitch. What is interesting to me is the fact that there is no mention of needing to sign up for a service plan with the iPhone.

I have just received an email from Apple (Hong Kong) saying the iPhone is officially on sell on Apple Store.
From the email, it says "Simply buy your iPhone 3G at the Apple Online Store. Then use the carrier of your choice. And if you prefer, you can still visit any 3Shop to get an iPhone 3G with a contract.*"
Even previously when you buy an iPhone with a contract from 3(HK), you can use it with any SIM cards. The iPhone selling in Hong Kong is always unlocked.

do you still have to sign a 2 year contract if you buy this unlocked phone in hk? I have a friend studying abroad there and I can tell her to get me one. I want one unlocked without contract though.

Finally!!!! iPhone 3G in South Africa - and I'm in love with the iPhone all over again.
And the good news is its also an unlocked phone - all the carriers seem to work so far. (and it was supposed to be a Vodcom exclusive...)
Got the 16g for R7569 ($929) contract free, which was not to bad.

As others have stated, I also have an iPhone from Itay which has worked out the box with both T-Mobile UK and Vodafone UK simcards. No issues upgrading software on it (only making sure I can jailbreak afterwards!)

In Europe iPhone is being sold unlocked in Italy, Greece, Belgium, Romania and France I think because it is against their law to sell only locked phones.

I hate to be another nay sayer about every country having a fixed carrier, but I have one from Italy and I have been using it on T-Mobile USA since I got it (shortly after the release). Upgraded to each firmware, quickpwned and everything. Works fine, not a hitch. One of the other threads here there was a link to a site on apple.com that showed whether or not the iPhone was tied to a carrier (meaning unlocked), here: About activating iPhone 3G with a wireless carrier. Note the "Locked to Carrier" column. Those without the checkmark, unlocked.
