Everything I've read points to this only applies to 3G phones, or newer phones. Doesnt make much sense considering its supposedly in the firmware not the hardware. So, wouldnt it apply to all updated firmwares?

I would think it involves any firmware that has the appstore function regardless of device version.

It would since all this is doing is assigning that address to the internal loopback address otherwise known as localhost. So any application that tries to open that URL will simply loopback on itself.
