The cost of apps on the store will rely entirely on the developers. If they want to make free apps, you can simply just download them. If they want to make money out of it, they can charge whatever.

Some devs that want to release free apps yet not have to pay for the $99 yearly fee required (it is yearly isn't it?) is to make a simple, yet useful app and slap a $1 price tag. People will go "oh hey just a buck" buy it and before you know it he already recovered the $100. From then on he could release the rest of the apps for free.

As for how much I'm willing to pay for an app, it really comes down to an app-per-app revision. If the app is really, really good, $10-20 sounds good to me. For the most part, I think $5-10 will be my happy medium.
