Did you reboot after uninstalling? And yah here's how ya can fix it. Just go to /Applications in iFile and look for Spire. From there just swipe to delete and delete it. After you will need to reboot. But beforehand... Does Spire still show up in Cydia?

I am having the same problem, and there is no Spire file in /Applications but it is still showing up in Settings.

Do any of the options work by chance? If not it's pretty much just stuck there. Spire seems to always have issues being uninstalled on peoples devices, including my own back when I had it. But if you seriously want to get rid of it and don't mine restoring, restoring is your best option. Amuses me that there's no Spire stuff still on the device yet it's still showing up there. Could be a few left over files.

You might try reinstalling Spire and uninstalling it again.
Manually you could try checking and removing these left over files
    Library/PreferenceBundles/SpirePreferences.bundle (folder)
    And rebooting

Thumbs up Yes, removing left over files did it.
    Thanks DC_Dave
Removing left over files worked like a charm, no more Spire in the Settings menu.

DC_Dave had it dead on with his suggestion. Apps only show up under "settings" through "preference loader" if you ever have anything left over in "settings" follow his advice for similar files in those directories.

This will not remove the preferences app.
