Error 13? Windows users by pass it!

I'm am trying to get any dev or just user upgraded to 4.0 with out dual booting or buying a Mac

I'm confused. You are "trying"? And what other post? I think you may be able to help me, but I'm not really sure.

I have both a Macbook and a PC. The Macbook gets stuck on "restoring iPhone Software" and the PC get error 13. I've had my UDID registered for three or four days now, but can't upgrade.
