first of all u cant "purchase" 4.0 beta...you have to be a dev and have ur uuid registered to be able to dl and activate your 4.0 beta on ur iphone...another option is that you "donate" money for some dev kind nuff to add ur uuid to one of their 100 allotted slots.
you can use ur fav torrent to look for 4.0 beta for free
file name is "iPhone2,1_4.0_8A230m_Restore.ipsw"
You couldn't revert when I was a dev for os3 because the baseband was changed when you installed the beta is. You would prob have to stay with it and install the gold when it's released. Also we had to agree that the uid of the phone was registered as a test machine. That means the apple store won't repair or replace until system 4 is released
The general rule is no going back because the baseband is generally updated as stated above and when you try and downgrade you'll get an iTunes error. Last year the 3.0 baseband was not compatible with 2.2.1 so you're stuck. I assume this will be similar.
I had a problem with iTunes downgrading. So I when into The organizer window in Xcode (part of the iPhone SDK) and told it to go to 3.1.3 and it worked.

I realize that. Which I why I stated I had an iPod. But I had the same sort of problem downgrading with iTunes on my iPod so I tried Xcode. It will work for iPod touch owner and maybe some others but I'm just sharing what worked for me. .
you can downgrade again using Xcode on mac. But as some have pointed out, you do this at your own risk! The baseband will remain the same and could cause some problems
The beta update is not possible through windows as yet, just through Mac. It will be available when the final release is sent out via itunes as normal. Apple are assuming that people who require 4.0 beta onto a test iphone will be developers using an intel mac. I am a developer and believe me, there are quite a few discussions about developing on windows machines. But at present is not possible

In my case I was unnble to revert from 3 back to 2 and it became unbootable ... however I was dead lucky that the local apple store didn't realise it was a development registered iPhone and replaced it for me...
During that beta some releases lacked features so it's not suitable for everybody especially if it's their main phone
