.html wallpaper linked to the battery level?

hi all,

new to the forums, designing a theme that (i hope) might actually be received well, and i want to pursue an idea but i'm not finding it in any searches, maybe someone here can help?

check it out, i want to create a wallpaper.html that changes based on the battery level. is this possible/can anyone point me in the right direction to get this done?
