Cydia App Store

Sorry, wasnt certain where to put this and this seemed like the most logical place.

I am developing an iPhone app which will 'break the AppStore' rules so wont be submitable to them. From what I understand, people like me can submit their app to Cydia Store to make money there instead?
Where are the rules / costs and so forth?
How do I go about this?
