The same code can run in a PC environment. But the software isn't called "Live Wallpaper" It's called "RainMeter".
Here to help if I can. If I can't I know someone who can!

no sure if the file extension will work with Rainmeter, i've been searching for a while to see if we can make it run on Windows Platform, but no luck for now

Rainmeter skins/themes are comprised of all png's and .ini files. I don't know what live wallpaper uses for files, but if it has plist files, they would need to be converted to .ini files.
Widget-Weather App Now Available! Also with MyLocation Support!
Check out the thread here - Widget-Weather
To install the Widget-Weather app, just go to Cydia and install. This will also remove MyLocation, as it is built in!
Want to protect your JailBreak! Add this repo http://cydia.myrepospace.com/iLEXiNFO/ & Install "iLEX R.A.T."
It will allow you to bring your phone back to a fresh jailbroken state!

I don't think it will work. Rain meter uses a different approach in how it skins and runs widgets.

Different yes. But it looks possible with some fairly extensive recoding. I've not found a reasonable example to determine just how far off they really are. Not sure that I'm that interested either. Maybe a project for my end of the year break.

Possible...yes. It's pretty far off from what I have seen. Rain meter is amazing and way more customizable so I think you are right in that it would take some size able recoding. Almost think it would be easier to write it just for rain meter.
