Not sure if it is what drifter is using but I know Springtomise 2 does that effect to docked icons!

download auros FolderIcons from Cydia, then go to var/momile/media/FolderIcons
Change the folder name with @ 2x and place it in the folder "Foreground"
then you can choose them over the Menue !

I'm using springtomize for my dock effect. Here are the settings I used
