No need to double mask or use summerboard... When you make the icon, DONT CLIP IT. Leave it as a big square and apply it.

Example -

Nope. All APP STORE icons aren't clipped. The only icons that are clipped are the default icons (messages, safari, photos, camera, ETC) and cydia application icons. Any app in the APPLE APP STORE, should not be clipped. Its ruins the app store mask, and makes the black line. Give it a try, and you'll see what I'm talking about.

I just used a smaller clippy for the icon. So it technically is on top of the "border"

Then what did you do to get that effect?

took the blue, used some noise, and radial effects. Then I used lighting

It is probably iSurenix's SBSettings theme called iRetina++... Which is highly customizable by the way, you can change the color of the dropdown box
