Looks like you need iAcces to install. I'm guessing you SSH into your device and install it there.

I would try it but it doesn't look like iAcces doesn't work for 4.2.1 (the iOS 4 version didn't)

I downloaded iAccess 4 the Chinese version from Cydia but it won't open

First delete your current iacces then add the insanelyi repo mod edit (known warez repo) then install iacces china from that repo after that reboot your phone without doing anything then open it close the chinese pop up then select the english option there you go!
