Prado icon Photoshop template.
It's basically a 2 layer file...one layer with the black background, and a layer of sample dots for reference. The dots layer is even labeled with the settings for the pencil tool that you need to achieve the dot matrix effect.
Make your icon design on a new layer and delete or hide the sample layer. When you're done, save it as a transparent PNG.
Go forth, make icons.I'm so glad I don't have to meet The Internet People.
