Check your winterboard setup. The SB (Springboard) needs to be in top.

Is there a reason you have the "LS bad" checked and not the "iPad LS bad"? I have all those check also don't know what the issue is. The theme works fine on my iPhone 4 but on my iPad 2 can't get the home screen to work. heres what it looks like.
