Backup to iCloud, backup pictures to CPU, restore to factory settings and then restore from iCloud backup. Then put pix back on.

You could always try that. Also, you could try going into safe mode and reinstalling everything u have. Then uninstall everything one by one to see what's causing the problem

You can get into safe mode via SBSettings (if you have it). If you do, just open the drop down window, hit the power button, and then click safe mode. Your device will then respring and go into safe mode. You can also disable your Mobile Substrate addons one by one in SBSettings > More > Mobile Substrate Addons. If you don't have SBSettings though, you can get into safe mode like this: Press and hold both the sleep and Home buttons until you get the Apple logo. Once you get the logo, immediately press and hold the volume up button until you see the springboard come back.
Also, make sure your Cydia is refreshed (the little tab that pops up when you open Cydia). Not doing so results in errors.

Another thing you could try doing is opening up Cydia and let everything finish downloading. Then hit the "changes" tab and then hit the "refresh" button. Wait for it to finish.

But you didn't say to let everything finish loading when he opens up Cydia and I did

Nobody hates you, nor did we ever say that.
Those are the exact same things though. The little bar that pops up when opening Cydia and the refresh thing are the exact same thing. You just need to pay a little more attention to posts, that's all. I made that mistake too many times and I've learned from it the hard way.
Just saying.

You're not getting it. The loading thing in the top is in fact the refresh. It's automatic once you open up Cydia. The refresh button is just there in case you decide to cancel the automatic refresh.
This needs to get back on topic now. I'm not going to continue going off topic since you're wrong.
