I try to press home button, fast press, hold it down shortly or even for a while I can't get the voice control to prompt me.

Because most of them are meant for older iOS versions. You'll have to do this with iFile, but it's not too hard to do:
Navigate to /System/Library/CoreServices/SpringBoard.app/N81AP.plist
Browse through the file, you'll eventually find a spot that says:
<key>voice-control</key> </false> <--------- This value needs to be changed to </true>

Do I need to download N81AP.plist seperstly because i looked through that directory and also did a search through ifile and it doesn't come up.

You probably searched in the Directory section. Use the 'Hiearchy' search function.

Did that too it just shows no results

I just realized it, you want: K48AP.plist
Sorry for the confusion.

Ok that is already set to true, but when i press the home button nothing happens at all. so I was wondering if I had to do something else to enable voice control

You have to reboot after you do it.

I rebooted still not offering me voice control when I press the home button

Ugh. Try downloading a tweak off Cydia called VoiceControl iPad. The video is pretty recent, so I'm hoping it'll work.
