So I just bought a used iPad 16gb wifi that is on iOS 3.2. I want to jailbreak, and was wondering if I should upgrade to a certain iOS first, or just jailbreak on the 3.2?

Upgrade to 4.2.1 and then jailbreak with greenpois0n. The latest firmware is 4.3, and does not have an untethered jailbreak, so stick with 4.2.1 for now.And it will be like a taco inside a taco within a Taco Bell that's inside a KFC that's within a mall that's inside your dream! Springboard screwy after reboot? Here is the fix

how do you update to 4.2.1 ?... if 4.3 is out will apple allow you to go to 4.2.1?
is there another program that we can do that with?

if you bought the ipad unjailbroken and it is still on 3.2, then chances are high that the shsh files for 4.2.1 are not saved. you should go to The Firmware Umbrella - TinyUmbrella and download the software so you can A- save your shsh files for at least 4.3 and B see if you have shsh files saved for other iOS versions (like 4.2.1).
if there are no shsh files saved than you have 2 options
1)jailbreak on 3.2 (using jailbreakme.com or limera1n)
2)upgrade to 4.3 and jailbreak with greenpois0n (tethered)
if i were you i would upgrade to 4.3 and JB even tho it is tethered. how often do you actually turn off the ipad anyway? also there are two people working on a 4.3 untether, so it would only be tethered for a few weeks or a month tops. and 4.3 is way way way way way better than 3.2 so there ya go
