I am no programmer, so remember, what I ask is out of programming interest. But, I have this idea, so that is where my hope, and question, comes from.
Here are just a few thoughts...
iOS 4.2.1 from the iPhone 4 has Facetime.
The iPad has 4.2.1. Is the Facetime software lurking on the iPad somewhere?
The iPad will accept input from a camera with the camera connection kit.
The kit has a usb port, correct?
I'm assuming a usb webcam could be plugged into that port...?
If saurik could the make the iPhone 3G become a camcorder with cycorder, it stands to reason some innovative your fellow or lass could make the iPad with 4.2.1 caugh up Facetime with the properly attached hardware. Or maybe make Skype work.....?
Just a few thoughts I'd LOVE to see someone tackle and solve.

The problem with your proposal is that iPhone 3G already has the hardware, with the support built in the OS. It is only a matter of code that allowed the cam to work for video. However, getting a webcam to work with iPad would require quite a feat of creating support for the cam, and then tricking Facetime or Skype to allow it in. Is it impossible? No, anything is possible, especially with the amazing Dev community. But, it is highly unlikely, since iPad 2G is rumored to have dual cams. Sorry for the long response And it will be like a taco inside a taco within a Taco Bell that's inside a KFC that's within a mall that's inside your dream! Springboard screwy after reboot?
