Trouble installing app

I finally got around to updating to 3.1.2; hit it with blackra1n, and installed a few things. I was able to get TomTom on my phone after a few tries (I thought dirty mode was the key but maybe not) but I cant get it on my wifes phone (both 3g with identical setups). I deleted it from my phone and reinstalled and it worked again.

Any idea what I may be doing wrong (both have Cydia and Rock)?
