how to get installer.app on a jailbroken iphone ?

a couple of question i have. please do answer as i have racked mybrains over the past week on them . it all just gets too confusing !

1) how to get installer.app on a jailbroken 1.0.2 ?
2) how to get installer.app on a jailbroken 1.1.1 ?
3)any other way (Winscp) apart from jailbreakme.com becuase i cannot see thee install appsnapp link on jbme.com !
