Need to reinstall Installer - can I use iLiberty?

I'm trying to help a friend in Greece fix his phone. Its a 1.1.4 and was unlocked/activated with pwnage tool on a MAC. He has only a PC. We think the permissions need correcting but since he can download ANYTHING with Installer, including OpenSSH, he cant use putty to ssh.

Can he re-jailbreak with iLiberty to get a new copy of Installer? If so, will that delete any other data? He won't need to unlock again, right?
