There are 2 partitions of your iPod; one for the OS, which includes everything from apps to themes, and the other to include media, such as songs and videos. I suggest you install a tool called BossTool. After installing that, open it and select the first option about freeing up disk space. Then hit "Move ringtones" and "Move fonts" first, before moving apps. If the disk space amount changes, then move the apps. Using this app moves around certain folders to free up space on the OS side of the drive. (Or so I've been told).
