What firmware are you on? How did you jailbreak? Have you recently installed any new apps? Etc.... give us some history...

I Unistalled Instafresh

And It Started

Reinstalled It

Installer Worked Once But Not Any More Re Did This A Few Times Still Nothing

Doesn't sound good... instafresh may have corrupted something. You may end up having to restore.... sorry. The only other thing i can think to do is find a copy of the installer.app (if you have pwnage its in there) and SSH into the phone and manually re-install it to see if that fixes the problem. If you do this be sure and set the permissions to 775
