Sounds like it isnt factory unlocked then. What does iTunes say with the sim in the phone when you connect it?

It isn't unlocked if iTunes is giving you that message.

    How much was the phone?

If rebooting or restoring isn't helping I suggest calling Apple in Canada and tell them your situation. From the price it sounds like you paid for the unlocked one. Wouldn't be the first time I have heard of a Canadian iPhone that was supposed to be unlocked actually being locked though. They should be able to take your IMEI and unlock it for you if that is the case.

I ordered an "Unlocked" phone directly from apple and had this same problem. I borrowed a friend's AT&T SIM card for the initial startup and then once it was recognized I switched back to my custom T-Mobile SIM. Then it worked just fine.
