You most likely did a reset all settings by accident instead of "network" settings. This can cause that issue. You may have to restore and start over.

It happen to me also. When I jailbreak my phone and do a network reset it go into the apple screen then reboot and then apple screen. It doesn't go back to restore the phone. It just get stuck on reboot everytimes. So all i did is restore back to ofw. Something is wrong with the firmware or phone that cause my 3g network problem.
Phone: IPHONE 3GS 32GB. 3.1.2

same thing happened to me. i restored and tried again and it worked after that. weird weird stuff.
