Yes, Windows 7 can connect to the Time Capsule. The only issue is that PC users are having a hard time accessing the Airport Disk.

is that the wireless router within the time capsule? Let's say I have a wireless router in the house (linksys, netgear) is there a way to use both if hers can't find the time capsule?

Airport Disk is not the router within the Time Capsule. Airport Disk is a external hard drive inside the Time Capsule.
Yes, you can use both of them inside your house.
